It is designed to attract highly motivated international students to pursue a full-time Master’s degree at participating Flemish universities. Eligible programs include standard one-year (60 ECTS) and two-year (120 ECTS) Master's degrees, while preparatory, bridging, and distance-learning programs are not covered. The scholarship provides full tuition coverage and a grant of approximately €10,000 per academic year to support living expenses. Students are generally required to pay only a small administrative fee, such as €136.50 at KU Leuven.

Applicants must possess a previously obtained degree acquired outside of Belgium or Flanders, and they cannot be enrolled at any Flemish higher education institution on the start date, unless they are enrolled in one of the preparatory program exceptions. Students demonstrate excellent academic performance with a GPA of at least 3.5/4.0 and must be proficient in English, with valid test scores; generally, an IELTS score of 7.0 or a TOEFL score of 94 is acceptable, although arts programs may consider lower minimum scores. Except for students with Russian nationality, most nationalities are welcome.

The application deadlines vary depending on the host institution; for instance, KU Leuven's deadline for the 2026–27 intake was January 15, 2026, while other universities may have slightly different dates.
