Can You Extend a Romania Short-Stay Visa?

Usually no, not allowed in this sense at all. Extending a short-stay (C) visit visa from within Romanian is heavily regulated by Schengen rules. Extensions are not provided readily-only for exceptional and unanticipated reasons that have occurred to you during your visit.

The allowed reasons for extension include:

Force Majeure / Extreme Weather:

Natural disaster, unexpected cancelled flight causing unforeseen traveling difficulties preventing departure

Humanitarian:

Sudden serious illness or health condition preventing travel, death of an immediate family member

Serious personal reasons:

A newly developed unforeseen business or private commitment occurring after entering Schengen which you simply MUST be present for (discretionary and not typically issued)
